article about the new law appeared April 13 in the Press-Telegram, she has
received dozens of phone calls from registered sex offenders, property owners
and others who may be affected.

Elia Naqvi, an Orange County criminal defense lawyer who often represents sex offenders, said the retroactivity of the law and taking away a person's right
to housing both raise questions about its constitutionality.
"What this is basically saying is you cannot be in Long Beach, period," Naqvi said. "There is definitely a constitutional problem."
Naqvi said she expects some of the city's registered sex offenders, perhaps including one of her clients who owns a house here and now may be forced to move or sell his home, to take legal action against the city.
